The City of Belmont is developing the Harbor Industrial Area (HIA) Specific Plan to guide anticipated growth and development in this district to best serve the community and facilitate a thriving economy. The HIA -- east of El Camino and west of Hwy 101 -- is a 62-acre site identified in Belmont’s 2017 General Plan Update as a special study area. The HIA is in the unincorporated area of San Mateo County, but directly abuts Belmont’s City limits. The Specific Plan process will provide the groundwork for annexation and integration of this key redevelopment area into the City of Belmont. The Specific Plan will take approximately two years to complete, wrapping up in the first part of 2025.

Upcoming City Council Study Session

The City of Belmont invites you to a City Council Study Session to learn about progress on the Harbor Industrial Area (HIA) Specific Plan. City staff will share what we’ve heard from the community in 2025 — including key ideas, priorities, and concerns — and how this feedback is helping shape the draft plan.

This is an opportunity to hear how the plan is evolving before a full draft is released. No formal action will be taken at this meeting.

The meeting will be open to the public and streamed live on the City’s website.

Environmental Review Has Begun

The environmental review of the HIA Specific Plan has begun, starting with the City providing official notification of the environmental review through a “Notice of Preparation” (NOP).
